I’ve zeroed my SH-GEN II 6x24x50. It is accurate but I’m only able to dial 3 mils windage left. (7 Mils to the right and 3 mils to the left) I’ve done the counting clicks to find center and zeroed from there. (130 clicks total = 65 clicks to the middle) Done that twice and still get the far left windage setting. Any suggestions on how to get the windage zero closer to the center.
The elevation is perfect…. I’ve installed a 20 moa pic rail and I’m able to get 17 mils up elevation.

I understand your situation, it's frustrating to have problems with windage settings! Double-check the alignment of the scope and make sure everything is set up correctly!

If I understand the OP correctly, that's not his issue. I believe his issue is that with the scope zeroed to the rifle, the azimuth is considerably off-center. He expects equal deviation left and right.
This is usually the result of the rings not being aligned to the bore. With 1 inch and 30 mm, a solution is to use STD type rings, which allow azimuth adjustment. With 34 mm, the only solution I know (and a very good one, not Mickey Mouse) is to use Burris XTR signature rings. These allow up to +/- 40 MOA (more than 10 mil) of left/right and up/down adjustment of the scope body.
The SH4 has rather limited adjustment span in azimuth, so you don't want to use it all up compensating for misalignment of the rings to the bore. Furthermore, scope give best optical performance when centered in their adjustment range. So these rings allow the scope to be installed with optical center at the range normally expected
Check them out. They are quite expensive but solve a lot of problems.
Yeah, so this is an easy fix, no worries. All you need is the allen key that should have come in the main box with your scope.
First, do a little counting. Run the turret all the way to one side, then count your clicks back to the middle. If I understand you correctly, your turret shouldn't be at zero, right?
Now you can fix it. Loosen the three screws that are on the turret, without turning the turret. That will "slip" the turret, allowing it to spin freely. Set it to 0, and re-tighten the screws on the turret. Now you should have 65 clicks both directions. If for some reason you don't, then slip your turret again and see if it spins freely or if you feel some sort of blockage underneath the turret; that's the only thing I can think of if you correctly count to the middle of your travel and can still only turn it partway in the one direction.
