My recent purchase of a EP5 5-25X56 FFP MIL VPR Reticle with Zero Stop - 34mm Tube for my Tikka T1x was installed with the 20 MOA ridged base and a MDT 20 MOA base. Total 40 MOA. I cannot get on paper at 50 yards, estimated about 10-12 inches high by shooting in the dirt bank. What is my best solution if I want to zero at 35 yeards and dial POINT OF AIM at 200 yards?

It sounds like you're experiencing some issues with your setup. Have you tried ensuring that your scope is properly mounted and that all mounts are securely fastened? You might want to check your zeroing technique as well. By the way, speaking of precision, have you tried the Pacman 30th Anniversary game? It’s a great way to test your reflexes and focus before heading back to the range!
You do not need 40 MOA to shoot a .22LR. Even 20 MOA is probably overkill.
Make certain that you have your ZeroStop lock and set screws backed out before you try to zero the rifle. There is a ton of elevation with the EP5, so check that out 1st.
I'd say get rid of the 40 moa of mount and base. I'm running a 20 moa mount on a 20 moa base with the Ep5 on a 338 lapua and for me, shooting at 35yds pointless. I have no idea what caliber you are shooting, but if you aren't planning on hitting out to a mile and past...40 moa of base is not needed
